[Linux-bruxelles] Public consultation on draft BEREC

Après les consultations UE sur les 'Standards in the Digital Single 
Market' et le 'eGovernement' on constate peu de réactions du monde du 
libre, pourtant concerné au premier rang. D'où cet appel à répondre à la 
consultation 'Guidelines on implementation of net neutrality rules':

Un avis bien argumenté ne changera peut-être pas tout mais au moins on
